In order to solve the spatial conflicts caused by the urban multiple planning as well as the lack of theoretical guidance for the multiple planning integration, this paper puts forward the concept and technical path to understand the urban multiple planning integration scientifically. The methods of comprehensive analysis and comparative analysis are applied. The results show that the urban multiple planning integration is the most important basis of the national spatial planning system supporting multiple planning coordination. It is the realistic demand to solve the contradictions and spatial conflicts of urban multiple planning governance, to enhance the efficiency of regional spatial allocation, and to carry out normal work of the urban government. The core of urban multiple planning integration is to draw a blueprint, to determine the main function of the land and to exercise power freely. The"blueprint"is not a constructive blueprint, but a protective and constrained planning. The"blueprint"is not the general blueprint, but a map to determine the main function of land parcel. The"blueprint"is not a rigid planning, but one to exercise power freely by stakeholders. The urban multiple planning integration has six basic properties, including hedging, coupling, persistence, inclusiveness, transitivity and regulation. The technical paths to promote the urban multiple planning integration include: insisting on one map from beginning to end, coordinating two types of space, seamlessly cohere production-living-ecology space, accurately unifying four goals, constraining five red lines, and implementing six kinds of relationships.
