The purpose of this paper is to analyzes the status of China’s new city district development and the conflict between the development and intensive land use, given the context of land resources inefficient use during the rush of new city district development and new-type urbanization. Methods employed are comprehensive analysis and case study. The results indicate that 1) the number and scale of China’s new city district increases continuously;2) There exists a complex administrative relationship between the new district and the original administrative zone, as well as the main city area;3) The latest round of land resources waste was due to that the new districts were“planned but not developed”, which did not coordinate with the land use planning;4) The functional overlap of new district and main city area led to the overlap of providing facilities, which conflicted with urban overall planning;5) The population in new city district did not fit for the developing speed of the new district, therefore the infrastructure is seriously wasted;6) The risk of local debt increased because of a very large amount of investment to the new district construction. Therefore, some countermeasures are suggested as follows. Firstly, taking the new city district as an important test platform of harmonizing the relationship between the“three rules”, and adjusting the relations among targets, locations, indicators and limit standards, so as to improve the level of industrial concentration and intensive land use in developing the new district. Secondly, with the guidance of land use planning, regulatory approval should be strengthened and the scale and number of new city district should be precisely defined and controlled. Thirdly, optimizing the construction land use could improve the efficiency of intensive land use in the new district. Then, making rational use of the policy of integrated urban and rural land readjustment could ensure appropriate land for new district construction. Lastly, the new district construction should reflect“the integration of industry and the city”and make the new district into industrial function zone and urban function area.
